Why fly-tipping needs a fast, documented response
Under the Environmental Protection Act 1990, landowners and occupiers carry the practical burden of clearing waste dumped on their land, even though they didn't put it there, and unlicensed piles of waste can themselves become an enforcement issue if left too long. Councils also face separate statutory duties to clear fly-tipping from public land within set timescales. Same-day collection limits vermin, fire and public safety risk, and photographing the load before clearance preserves evidence if the tipper is later identified and pursued for costs.
